Digital billboards are pretty hi-tech and Russia has been using them since the 1990's. Here in the USA, they are just beginning to popup here and there. I remember the first one I saw here in the USA was in the San Francisco Bay area along the hi-way between San Jose and San Francisco back in 2000.
