The Surgeon General serves as America’s chief health educator by providing Americans the best scientific information available on how to improve their health and reduce the risk of illness and injury. Prior to 1977, all Surgeon Generals served in the Commissioned Corps. Now the Surgeon General is appointed by the President of the United States with the advice and consent of the United States Senate for a 4-year term of office. In carrying out all responsibilities, the Surgeon General reports to the Assistant Secretary for Health, who is the principal advisor to the Secretary on public health and scientific issues. Late Friday My Senator, Dianne Feinstein, along with Senator Chuck Schumer caved in to Bush’s hissy fit over the nomination of Michael Mukasey as Attorney General. They even waited until LATE Friday afternoon, usually when the Bush Administration releases embarrassing news they want to bury, to announce their capitulation and support of Mukasey. This is in regard to his efforts to stop the Foreign Intelligence Surveillance Act (FISA) reform legislation, in its current form, from being considered by the full Senate and from receiving a vote on the Senate floor. Last week Dodd announced he has placed a hold on the bill, a tool available to Senators to stop legislation from moving forward. Mr. President, for 6 years the President has demonstrated time and again that he doesn’t respect the role of Congress, nor does he respect the rule of law. It is the latter point that I want to address this morning because it is the rule of law which draws us all together, regardless of politics, ideology, or party. It is the rule of law, not of men, which we swear to uphold when we take the oath of office in this Chamber, as Members do in the other Chamber, and certainly as the President does on January 20 every 4 years. That’s $8,000 for every man, woman and child in the US, and it’s 40 times more than Bush told us the war would cost. Interest alone on the war’s costs will run about $705 billion because we’re fighting with borrowed money.
