This is in regard to his efforts to stop the Foreign Intelligence Surveillance Act (FISA) reform legislation, in its current form, from being considered by the full Senate and from receiving a vote on the Senate floor. Last week Dodd announced he has placed a hold on the bill, a tool available to Senators to stop legislation from moving forward. Mr. President, for 6 years the President has demonstrated time and again that he doesn’t respect the role of Congress, nor does he respect the rule of law. It is the latter point that I want to address this morning because it is the rule of law which draws us all together, regardless of politics, ideology, or party. It is the rule of law, not of men, which we swear to uphold when we take the oath of office in this Chamber, as Members do in the other Chamber, and certainly as the President does on January 20 every 4 years.
