Carlyle Goes Back To School, Pays 20M Tuition
2007-09-04 19:04:41
Today it was announced that Carlyle will take a minority stake in NeWorld Education, a network of 60 plus language schools in China.
More likely to make it through regulatory hurdles, the placement of 20 million USD into this privately held group is an interesting play given it already has a significant chunk of Wall Street Institute, one of China’s leaders in this space. See more on this interesting conflict here.
Interestingly enough, I have been working on a similar project (children’s education), and it is one of China’s best markets right now. English teaching is the single greatest field for foreigners in China now (due in part to the Olympics), and there are job postings everywhere… Nanjing, Wuhan, Chongqing, etc.
to the heart of this deal, Carlyle is investing in a significant player, but there are few things that I would be very interested in learning more about:
1) Will regulators look at this deal more closely due to their current position in WSI, ...

Reebok’s Failed Union, David Dollar’s Take on China, and DBIC for Dummies
2007-09-04 19:04:39
Studying Reebok’s Union Election
Prior to its sale to Adidas, Reebok was one of the leading sports apparel firms. Of course, it feel on hard time and thus was sold to Adidas, but before its integration it did something I have never heard of. It proactively engaged the union, it pushed for elections, and it did it in China. This study is really interesting, and I would suggest anyone who is currently being unionize (or anyone considering it) read this report. Besides being interesting, this report looks at what has happened in the factory in the 5 years since the elections and how the conditions on the ground have worsened since Reebok pushed for the elections. It is a classic case of failing to understand the dynamics of China, and how some ideas no matter how good on paper they may appear are just really bad ideas outside of the vacuum. 1,162 companies blacklisted for pollution
2007-09-04 11:53:46
A total of 1,162 companies and projects have been blacklisted by the State Environmental Protection Administration (SEPA) by August 17 since it started a national campaign in July to tackle water pollution. Pan Yue, vice director of SEPA, said 400 out of the 1,162 companies and projects have been closed down and the others have been suspended or fined. Pan said the campaign was aimed at adjusting the industrial structure in the vicinity of the Yellow River, the Yangtze River, the Huaihe River and the Haihe River to curb environmental pollution along the rivers. However, he said it is far from enough just to close some projects. “A comprehensive environmental protection system should be established to limit the development of industries with high energy consumption and high pollution,” he said. He said an evaluation system for local officials should be established in which the officials’ performance in environmental protection will be measured. “Before the esta ...

Property industry to remain hot next 10 years
2007-09-04 11:53:44
Due to the wide demand-supply gap in the property market in China, the property industry in the country is expected to maintain a rapid growth in the next ten years.
According to Yang Shen, former Vice Minister of Construction, total floor space of houses had increased by 8.86 billion sq m in 1980 – 2006. The average floor space of houses per capita in China is larger than the figure in many other countries.
In the past decade, the property industry has been soaring continuously at an average annual growth of 14%, contributing to 4.5% of China’s GDP. It is estimated that the growth of the property industry will take up 8% of the country ‘s GDP by 2010.
With nuclear family taking the place of extended family in China, housing demand has become stronger and stronger in the market.
In the next 10 years, commercial houses with the total floor space of 9.9 billion sq m will be needed. That is to say, the property industry must manage to keep an annual growth of 13.2%. However, taking ...

SAT: Oil price adjustment, fuel tax unlikely in tandem
2007-09-03 11:52:32
China will not introduce a fuel tax and adjust oil prices at the same time, said Cong Ming, director of the Tax Policy and Legislation Department of the State Administration of Taxation (SAT), at the Oil Circulation Industry Development Summit Forum 2007, held in Beijing on September 1, according to today’s Shanghai Securities News.
“Collecting fuel tax and adjusting oil prices are two different things, and they will not be introduced in tandem with one another,” said Cong.
A recent report said the National Development and Reform Commission, China’s top economic planner, is preparing for another round of domestic oil price adjustments pressed by oil giants such as China National Petroleum Corporation and China Petroleum & Chemical Corporation, and the anticipated fuel tax will be launched together with those adjustments.
“The fuel tax reform in China is in urgent, but the tax will be launched at a proper time,” said Cong.
Meanwhile, Cong said the impact on o ...

Olympic Tickets
2007-09-03 07:59:14
When I first moved to China, I promised myself that I would go to the 2008 Olympics. I have a lot of friends and family in Beijing and it seems about right that I go for the festivities. Not only will there be awesome events, it’s a great way to celebrate China’s growth and revival.
A few months back, I applied for tickets online. A couple of days ago, i received confirmation of the tickets that they’re going to give me. Out of the 10 different events I wanted to go to, I didn’t get anything in ping pong, basketball, badminton or swimming. Those tickets were already lottery-ed off. I going to see fencing, beach volleyball and a event in the National Stadium, though.
There has been rumors that not a lot of foreigners are going to come to the 2008 Olympics. I dont believe this. I bet there are going to be a ton of travelers coming for it, and if they don’t come, Chinese people will just have to take all the seats.

More convenient business creation, Chengdu’s first zero-down-payment company successfully registered
On August 15, commercial bureau of Qingyang district ratified and issued the business license to the first company registered with zero down payments. Chengdu municipal commercial bureau recently has issued a series of policies to loose market entry and promote private companies: allowing companies (except one-man business) with registered capital less than RMB 5 million to register with zero down payment as long as its shareholders promise to fund 20% of the capital within three months and the rest in installments. The industrial and commercial section will issue to such companies firstly a business license with validation period of three months.

RMB Wrapup, Can China Sustain, and Will We Be Here to See it?
2007-09-01 06:51:07
Here are a few of the articles and reports that were at the top of my list for this week. It is a bit deeper than usual, but each of these articles/ reports contain information that I think everyone should take the 20 minutes to read and reflect on.
Report - China’s Currency: A Summary of the Economic Issues (PDF)
Lost in all the recent product safety reports, has been the RMB… and while I am generally against the idea that China competes unfairly from the “undervalued RMB”, I put this report on my list of things to read this week as it provides a generally fair and balanced look at the RMB issue. for those who are not familiar with the history of the issue, or what effect an undervalued currncy can have, then you will find the article particularly interesting and informative.
Is China’s Economic Growth Sustainable? (PDF)
During my nearly 6 years in China, I have gone from being awe struck by the pace at which things move, to more realistic. While limited in ...

Minxin Pei’s Take on China
2007-09-01 06:51:07
Often times in china, it is hard to see the trees from the forest. One runs around from meeting to meeting, typing reports, and doing quick assessments of what is by far the most dynamic market in the world. At times, trying to take it all in and connect all the dots is just something that requires more time than one may have.
That is why I am an avid reader and follower of Minxin Pei and other scholars. Minxin in my opinion is one of the few scholars who I am able to not just read, but I can follow. his logic is clear, and it is obvious to me that he spends a significant amount of time delving into the issues and speaking to those in China who are in the drivers seat.. and who are passengers.
His views are not always upbeat, and in fact one of the reasons I like his articles is that his analysis cuts through the “Shanghai = Living in a bubble” feelings that many of us have in China to make me sit down and think about some of the fissures that exist in the foundation of ...

Foreign Subjects Needed for Study
2007-09-01 06:51:06
It is not often that I use All Roads to promote a good, service, or company … but friends help friends
My good friend at local product design house called Asentio is looking for some assistance in a small research project and was hoping that the readers of All Roads would be interested in participating. It is relatively pain free, there is a reward involved, and you may have a chance to test some new mobile products not on the market.
Description of preferred subjects is below:
We are doing a research on foreigners in China, may need your help in finding friends to participate in a 1 hour interview or keeping a photo diary about their life for one week. We want to know about the problems foreigners face in their life or visit in china – the research will help design a digital mobile product for foreigners. We will pay an incentive of 700RMB for diary and 200RMB for interview.

Food Fights, More Toy Recalls, and Guanxi
2007-09-01 06:51:05
Food Fights (subscription required) by James Rice
An Op-ed piece in the Wall Street journal, James Rice (head of Tyson Foods China) addresses a nunmber of core issues related to the recent tit-for-tat product recalls between the U.S. and China. The message that readers need to take away from this is that these disputes have become poltical, and that is dangerous. That instead of politicans getting involved an inflaming the issues, cool heads need to look at each case
Toy Story (part II): Mattel Recalls Again–and Apologizes… and “We knew about the situation” from the China Blog at Time addresses in detail the second Mattel recall earlier this week. Coming not from Mattel itself, but from the Consumer Products Safety commission, this recall once again rocked consumer’s confidence in China’s brand. Where most coverage has failed to date is to show that the magnets themselves were designed by Mattel, and their failure was not of the supplier, but of Mat ...

Excuse my Absence.. I have been Traveling
2007-09-01 06:51:05
While it may seem impossible, for the first time in 6 months I failed to write a single post for 5 days. Of course, I have had a good reason…..
Fly to Beijing (12 hours), drive to Tianjin and visit parks with clients 36 hours, fly to Shangahi then drive to Suzhou (36 hours), a day in Shanghai to meet engineers and laywers (24 hours), back to Beijing for conference (72 hours), and finally back to Shanghai.
Before I am back on board fully, I need to ease back into things slowly and have found this Youtube clip to help me out.
For those that have not seen for themselves the growth in China, it may sometimes be hard to comprehend what one is reading online or in print. My return to Beijing this week after about 18 months was another reminder of just how quickly things change… and my visit to Tianjin provided a glimpse of just how much change is left to be seen.
What I really enjoy about this movie, besides the music (turn up the volume), is that whoever put this clip toget ...
